https://github.com/rapidsai/cudf/commit/17b7907ee56747caf946e07870ccb5187729d57a adds copyright checks to files in pre-commit. This makes sure the file updated in the commit has updated year in copyright header. cuSpatial should do the same.

I haven't had bandwidth to do this yet, but it's still on my radar and will probably be one of my projects for 23.08 or so.
