I really have no idea why it happens to you. It is working perfectly on my side.. *Edit*: 3.1.3 and 3.1.4 are both working on macOS 10.13 (17A405).
Per iTerm2 documentation https://www.iterm2.com/documentation-scripting.html it should really be iTerm2. I will make the change soon. Thanks for the information.

My computer recognizes both iTerm2 and iTerm....may be you are the oddity :-p
You can configure cmder or conemu to launch Cygwin. The Cygwin gui is a kind of "low tech" and it is hard to support in long term.
Is your sublime text also 64 bit?
Can you try the current master to check if it fixes the issue or not?
Sendcode does not support cmd.exe. Try Cmder or Conemu instead.
