Ctrl+l, c not working

highlighting SELECTION then pressing C+l, c results in \SELECTION instead of |{SELECTION} where | is the cursor. However C+L, e works properly giving \begin{env} SELECTION \end{env}

These two commands are not documented, so they are not guaranteed to be working.
