Pin rack to an earlier version to prevent error on deploy

As mentioned in this issue https://github.com/rails-lambda/lamby-cookiecutter/issues/41, the default Rack version ends up breaking upon deploy of the cookiecutter project. Bummer to move it backwards but this should get it sorted so folks can hit the ground running.

Shoot, yeah, I was just actually looking at using this for a small project soon so I can hop on it. I gotta get a little work done in the next few hours but I'll try to get it sorted either today or tomorrow. I'm working from JST at the moment so my apologies since the revision will come in quite late but hopefully I can sneak it in before the next dependabot bumps.
