Khepri: Node on minority reports duplicated queues

Note: this issue is related to an unreleased feature

Using mnesia on the khepri-queues branch. On a 3-node cluster with nodes 2 and 3 down rabbitmqctl list_queues works as expected, but the management UI reports classic queues that are down as duplicated:
