allow to DLX messages whose delay expired while the server was shut down

Some messages delay might expire while RabbitMQ was shut down. At the moment we just deliver those messages during startup. A user asks if said messages can be DLX'ed instead of routed to queues. See https://groups.google.com/d/msg/rabbitmq-users/zo3AkXdhjlQ/0lVFRoE5K60J
