Incomplete upload to Firefox Send is discarded. File transfer discard condition?

I have whitelisted it, but either a) I shouldn't have had to (when would one wish to discard an on-going transfer to Firefox Send or general web file upload) or b) there should be an option to disable discarding of file uploads.

I am not sure how to reliably detect when a file is being uploaded to a server by page's script.
