Ogg files with Sampling rate: 44100 Hz have a negative or >1 second duration

I have a file spider that walks over my media library and sample rate isn't being found by either the library tinytag or mutagen due to the weirdness with this file. Whatever library winamp and MS file explorer use is able to report the sample rate so I suspect it is just the unusual number which might be screwing up mutagen's duration calculating the value.
