Handle replication errors

@guilload is this issue available for me to pick it up? I noticed that you had added the comments of the TODO in the ingester.rs file.

I don't think it's suitable for a contributor with little experience on the project. Can keep working on "good first issues" for now.

Errors to handle:

  • IO errors when follower replicates records to WAL (similar to #4149)
  • error on opening a new replication stream
  • replication stream timeout and transport errors
