What is needed to build and release the plugin

Apart from creating and install pgp key. Where can I get the the necesarry pakages needed for building testing and releasing (Deployment): I have searched pypi for the below but haven't found the packages below:

base, hass_client.utils, telldus and tellduslive.base board, (netifaces on pypi isn't developed any more, susbstitue?)

Anything else that is needed to build, test and release would be appreciated. I also get the impression that it is develoepd under python2, can this be confirmed?
