Publish Quay on Scoop package manager for Windows 11

I use the Scoop package manager to install, and keep up-to-date, a wide variety of dev tools on my workstation. Some of the packages I install with scoop include: doctl, kubectl, kubectx, vscode, redis, and many others.

It would be great if quayctl was also available on the scoop package manager!
