What should we add?

In this issue we aim to write a new tutorial (preferable) or update the existing ones to cover new primitives-based quantum neural networks: SamplerQNN and EstimatorQNN. The tutorial should show how to use the reference implementation of primitives in Terra and those from qiskit_ibm_runtime that are cloud based.
