What is the problem?

When a torrent has become stalled for whatever reasons and this checkbox is ticked, then all torrents in queue start to get downloaded simultaneously even tho only one active torrent is allowed.

Why is this not respected? This counter 2kb/s up and down for 60 seconds should be for every torrent where the timer resets for each torrent that comes upp in queue because of this setting.
