WebUI: Add limit to number of torrents shown

Add changeable limit to number of torrents displayed in main window. (WebUI)

Use case

Can we please get something that allows us to limit the number of torrent shown "per page" in the torrent list, please? Secondly, would love to be able to set the default limit. i.e. "Show: 50" then having pages to flip through.

Currently, if you have a lot of torrents seeding, it takes a really long time for the WebUI to populate the window. My hope is that this would speed up performance.
