Data Transfer Cap (time-based or not)

Many users have requested the ability to stop all torrents (or just prevent all data transfer without actually stopping them) based on a set data cap. The data cap should have the ability to optionally be set per-day (or some other time period). This could integrate nicely with the Advanced Scheduler (whenever that's implemented). Additionally, current cap usage should also be shown somewhere.

Please add something like "Data Transfer Cap" to the title.
