DG for the advection equation, following Hesthaven's book.

I'm not sure how suitable this is for the notes, but it's an interesting comparison (and there seems to be some push in numrel for DG because exascale, which is why I'm looking).

Currently only a draft as some of the stuff here may overlap with the WENO PR.
