Add Set-Up & Configuration Info for Forms

Description

We are opening our forms project to outside contributors. This entails moving our Quick Start Guide off of Notion and onto site.

This would mean adding a Project Widget Box Thing for forms on this page: https://www.pythondiscord.com/pages/guides/pydis-guides/contributing/ and migrating the information currently in Notion over to forms.

We also need to make sure we include information for how to access the auto-genned documentation when people run it locally. A lot of the spec info currently in Notion wouldn't translate well moving it over to the site, but it already exists in the form of documentation you can access locally.
