We contacted the original author via LinkedIn at https://www.linkedin.com/in/stevencscox and were able to obtain his approval. There has been no activity on the github repo since 2017.

He unfortunately no longer has access to his github account as well but perhaps you can verify by connecting on LinkedIn. Please let me know if this will be possible and if not, we can try to get additional verification.
Just wondering what the status is for this? I noticed that it was removed from the list of requests.

It wasn't removed, it's just now in a different bucket of PEP 541 requests. We are going through the PEP 541 backlog in the order in which it came in to make it fair to all of our users. We will get to your request once we start triaging the issues from November, thanks for your patience.

We are working to contact the owner to determine to confirm that they have wished to transfer their project and have sent them a courtesy message.
Final determination regarding project ownership will be made by the PyPI Administrators when the research process is complete.

Should be > 6 weeks since start, no active releases in last 12 months and should meet all the conditions of PEP 541.
