Mind if I package on conda-forge ?

`dcmstack` depends on `pylibjpeg-libjpeg` (via `pylibjpeg`), which is not available on conda-forge (https://github.com/conda-forge/dcmstack-feedstock/issues/24). Would the maintainers here be opposed to me packaging `pylibjpeg-libjpeg` on conda-forge?

Changing colour space with pydicom's `convert_color_space()` is slow and could be done faster through libjpeg.
