magic strings for issues that doesn't assign anyone

We need a magic string to search for in issues that prevents someone getting assigned (and the rest of that workflow).

Could be a label instead - that would be easier to remember but would mean it was only available to collaborators.

@lig could you work on this as you did the rest of the work in #17.
