Change a PR from Draft to Open automatically

Ensure the PR is Open (not a Draft) when acting on a please review comment.

The use case would be to keep a PR in the Draft state up until the time it is ready for review and moving it completely into the ready for review state wit ha single comment.

As of now it requires both the please review and changing the PR manually from Draft to Open.
