[Docs] Add note that when using `ForceNewDeployment` property for ECS/Service resource that the `triggers` property has to be set as well

Describe what happened

This is the reciprocal of #4069. We need a note to say that when setting ForceNewDeployment to true, setting a trigger is also required.
