With Launchpad V3, and creator staking/vesting create a way for governance to refund all or a portion of the mint if a project is a scam, rug, or has DMCA'd content.

Verified creators could receive a portion of the mint in liquid tokens. Unverified creators would have to stake and vest 100% of the mint.
