Update GitHub runner images

Currently used images are a few years old (ubuntu-20.04, macos-11, windows-2019) and include even older versions of toolchains, which may result in build failures.

I have updated to ubuntu-22.04 and macos-13 while working on other issues. Maybe sufficient for now?

I think this issue is obsolete now, runners are all updated.
