Re-introduce support for browserhacks

This article by @wilsonderren did a great job analyzing CSS Zen Garden's CSS over the years, but they had to rely on manual analysis for determining some browserhacks. Support for at-rule browserhacks was removed in v5, while property browserhacks remained, because analysis for that is built into CSSTree.

Perhaps this article is enough motivation to bring back broad support and test against browserhacks.com.
