Documentation needs to be able to easily versioned and published

There didn't seem to be an issue in this repository to capture this.

We need to be able to version and publish documentation for ADB++.

I will flesh this out more with details so that we can review them as a group and ensure that the plan will meet our needs. (To set expectations, details may not appear until after 5 August when Flock is over.)

This is going to require some coordination with the larger Project Atomic docs work.
