Replace mentions of `mcad.ibm.com`

WHY

Why is this change being made? There have been left over mentions of the mcad.ibm.com domain in the SDK. The majority of the work was completed in #341 but there are still some labels in generate_yaml.py and test files that are applied with the old domain.

What is being asked for? Replace these domains with the codeflare dev domain
