Integration tests workflow: self hosted runner wakeup script is being triggered, but instance does not pick up jobs in some cases

Due to high memory consumption from integration tests, OOM killer was triggered. Apart from circuits process, also GH action runner service was killed.

Adjusted on svc: restart=on-failure
