copilot-instructions.md is treated differently in VS Code

Environments:
- Running Prettier via: VS Code plugin 11.0.0
- Operating System: MacOS
Steps to reproduce:
If file is named copilot-instructions.md then "prettier.proseWrap": "always" is ignored in .vscode/settings.json. Formatting still though happens (e.g. * are replaced with -)
Output log: I formatted two files on save:
copilot-instructions.md-- failed to break long lines, other formatting went wellcopilot-instructions copy.md-- all went well
