feat: Docker Toolchain #317

First proposal of integration of Docker Toolchain in PowerAPI repo as discussed in technical comitee.

Currently not working with socket mode due to issue #315 but tested and working with ongoing correction.

This PR is mainly to start an open discussion about needs and formalism.

Hello Thomas, Thanks a lot for this contribution ! All the deployments files are for SmartWatts, so this shouldn't be inside the PowerAPI repository. Could you please redo the PR on the SmartWatts repository ?
