update aqo patch for 17 major postgresql version

patch provided by stable17 does not apply for REL_17_0 cleanly. So, I propose to update this patch. I did re-apply it on top of https://github.com/postgres/postgres/commit/d7ec59a63d745ba74fba0e280bbf85dc6d1caa3e
