[Feature Request] Power & Battery: Configurable low battery alert levels

An alert at 10% battery might be reasonable on many laptops, but something like a Lemur Pro may still have an hour of working time left. And a user of a larger machine like a bonw14 might want the alert to happen somewhere closer to 15-20%. So being able to configure the percentage at which the low battery alert triggers would be quite useful.

Yeah, the notification isn't that helpful on a laptop with a large battery.

Maybe there could also be a better default setting for showing these notifications that takes into account battery capacity, or it could be based on estimated remaining battery life instead of percentage (if that's reliable enough)?
