Describe the bug Screen goes blank when brightness hits 0

To Reproduce Steps to reproduce the behaviour:

1. Reduce the brightness using fn keys

Expected behaviour either 0 shouldn't be reached or 0 shouldn't be blank

It's perfectly expected that 0% would be off (that's what 0% is, after all), but there's already a PR in progress to set a floor of 1%.
