Update dependencies to newest version of TCA

Please update the dependencies to the newest version of TCA, currently it not allows to use a version newest then 0.59.0.

TCA is currently in the version 1.17.1 https://github.com/pointfreeco/swift-composable-architecture

It looks like this lib was abandoned.

Hi @ivancantarino, we think it would be best for someone in the community to support this library. Since we do not use CoreLocation on the regular, we are not the best people to shepherd this kind of library through its many changes.

@ivancantarino could you please create a PR with your changes. This project is blocking all library updates. I am thinking about removing this library, but I don't have time now to refactory all the code where it is used.
