Default speed limit for when no data

In Western Australia and, I guess, most metro areas there is an underlying speed limit which applies when not indicated otherwise (50kmh), UK would be 30mph. This could potentially address all "no speed limits in XXXX" issues.

According to the OpenStreetMap forums, they prefer people to NOT blanket cover areas with a single speed limit. To avoid overloading OpenStreetMap with blanket speed limits, it would be beneficial to have a default speed limit which applies if there is no specific data for an area.

This would provide majority metro coverage with minimal data impact. The option would be, of course, optional!
