Does this still occur on the latest version 1.5.4?

I think it's better to just contribute to OpenStreetMap, but yes, this can be automated in some way for easy submissions rather than having to use their website.

I will be adding reporting tools in the app for OSM to make it easier, but no plans for another database yet.

As I said, I will be adding easy selection of speed limit while driving that will change the OSM database. It will function exactly as you describe, just for OSM...

Location. This will be a separate option - i.e. "Auto/US/International".
