Add the ability to install the package in [no-deps] mode

Add the ability to install the package in [no-deps] mode. For example for some requirements file:

dash-html-components[no-deps]
dash-core-components[no-deps]

This feature is needed to use this package with another system of dashboards, for example, dj-plotly-dash.
