add genericSTM32G474RE

This chip already was supported via Nucleo G474RE, so this is just a board definition for using the bare chip.

Hi @VIPQualityPost, thanks for the PR. We appreciate the time and effort you put into this PR. At the moment, new "generic" targets are on hold as we evaluate a new approach with MCU-based projects instead of boards and dev-kits, so generic targets won't be added, at least for now.
