People are blocked on using the new platform version when they're running 32-bit Windows.

@valeros Someone has upload a binary package for tool-mkfatfs and tool-ninja at https://community.platformio.org/t/cannot-upload-to-esp32/27392/6?u=maxgerhardt.

(I would virus-scan that first before putting it in the registry, or recompile it yourself).
