Implement Gherkin's Rule keyword

Please vote for this issue if you would like to see support for Gherkin's Rule keyword.

As far as I can tell, Test::BDD::Cucumber::I18N::Data already has various rule keywords in it, but Test::BDD::Cucumber::Parser doesn't know anything about it.

I would greatly appreciate the addition of the rule keyword - it adds clarity and structure to features which address different domains/events etc.

Have you thought about a preferred design or would you appreciate ideas here?

To anybody reading this issue: I've not been ignoring this response. Instead, @cobber and I have been exchanging e-mails on how to get support into a next release.
