RFC: Inclusion of a Code of Conduct

I noticed that Particle does not have a listed Code of Conduct. While primarily an internal tool, this is a repository that can be used by others and that we encourage others to contribute to as well. It is my perspective that explicitly outlining our expectations and values for appropriate conduct related to the project is warranted and should be reviewed. Emphasizing the importance of a healthy and inclusive environment aligns with the core values of Phase2 and further presents ourselves as leaders in the community.

I propose the use of the Contributor Covenant as a base document to work from. I would also advocate for the inclusion of this document in our other public repositories.
