On retry jobs running more than once at the same time

Not sure the cause, but it looks like failed jobs with exactly the same signature are showing up. The specific instance is downloading assets. Logging is coming out all mixed together, but for the same queue entry. Maybe I need transactions? Maybe I have the wrong database version?
