Adds `archived` and `private` fields to metadata.

Fixes https://github.com/JuliaDocs/DocumentationGenerator.jl/issues/139. Would be good to duplicate less work and put the pdf into a more sensible directory, but this already works.

None of the code for generating deps/rdeps handles this case right now.

Fixes https://github.com/julia-vscode/julia-vscode/issues/3555. The VS Code extension still uses the 0.20 release series, so I'd like to get this fix in regardless of newer versions/better options being available.
