This happens when enabled Show notifications, and the panels cannot be closed manually.

And by the way, it doesn't work when specified config file, instead still using fixers in --rules.

The version of php-cs-fixer is 2.1.0

can you re-try it with a default theme, or can you tell me which theme you use?
