Add config for OPA executable path

The OPARunner responsible of executing inline OPA server as a subprocess of the OPAL Client.

Change the command of the OPARunner with configurable path for the OPA executable. https://github.com/permitio/opal/blob/master/packages/opal-client/opal_client/engine/runner.py#L255

Make sure to include the new configuration to the configuration docs
