Delayed pop-up

This is a proposal that requires assessment if we will implement or not. Show the pop-up after a couple of seconds, not right after loading. An alternative would be to allow the pop-up to be shown programmatically so that the websites could define when to show it themselves, instead of having a feature per each use case.
