Display Message if notifications are disabled

I asked this on wordpress support but could find a response so posting it here. Its a must to have feature, If notifications are disabled in user browser (particular mobile browsers), there should be a message when user click on bell to let user know how to enable notifications. Just like OneSignal does. Please check OneSignal on android and desktop browser with disabled notifications in browser setting.
