Move Empty State component to PF-React

Let's move the EmptyState Component used here to PF-React as a vanilla es6 component.

not yet! this demo app is still quite dated, so thanks very much for the issues! Feel free to scope out any additional things you'd like to add/remove though and open issues, i'm sure many of us can benefit from this app being updated and further fleshed out with all the new components/new designs!
