Banner - content can get cutoff

Please describe the issue

If the content within a banner is long enough, it can get cut off and unable to be read in full. This could possibly be resolved in Org by rendering the banner content inside a flex layout or something similar, in which case this could be transferred to the org repo to fix there + ensure we provide documentation that a consumer will need to use a layout.
