Elite Series 2 controller does not working after system boot until it will unplugging.

Elite Series 2 controller (FW 4.8.1908.0) does not working after system boot until it will replugging. The first revision Elite controllers did not have such an issue. Demonstration: https://youtu.be/53JiJ26z_AM Kernel logs: https://pastebin.com/NGUbPuGc

UPD: This happens only when the gamepad connected through USB hub. Anyway with Elite Series 1 controller all fine even when the controller connected through USB hub.
